Greenhouse gas inventories are a baseline assessment for creating a climate change action plan and are used to track and quantify the impact of carbon-reducing modifications that local governments make to their policies and procedures. The LGOP has been adopted by the California Air Resources Board and is supported by the California Climate Action Registry and ICLEI-Local Governments for Sustainability. The LGOP Toolkit is designed for use by local government staff who are interested in or are currently developing a greenhouse gas assessment for their operations.
