Smart Growth for Small Cities

While infill and transit-oriented development are typically associated with larger cities, Tulare is proving that these concepts are well-suited to smaller ones, too. Through the Smart Valley Places partnership, the US Department of Housing and Urban Development (HUD) granted Tulare $250,000 to develop a transit-oriented component for its 2030 General Plan.  Using the grant, Tulare will designate certain sections of the city as transit-oriented villages in its 2030 General Plan and create design standards to foster transit-oriented development.
