Primary Goals
- Mitigate climate change and reduce reliance on fossil fuels
Objectives:

- Reduce vehicle miles traveled
- Improve vehicle efficiency
- Explore alternative transportation fuels
Strategy:
- Develop transit as primary travel option
- Connect rail, subway, bus, bikeways and walkways, intra- and inter-city
- Favor investment in transit infrastructure and services
- Provide incentives to employers to encourage employee use of transit system
- Create vibrant and safe neighborhoods
Objective:
- Integrate innovative transportation techniques with long-term planning, smart growth strategies, responsible resource use and air quality measures
Strategies:
- Develop and implement a plan for operational changes and land use policies that will address a rise in travel demand through alternative transportation while maintaining mobility and safety
- Integrate existing and planned developments with transit pathways, and emphasize access to and expansion of transit options
- Minimize sprawl

- Reduce reliance on vehicle transportation
- Protect open space and sensitive ecosystems
- Increase transit connectivity

- Increase reliance on public transit system
Strategy:
- Reduce vehicle miles traveled
- Improve efficiency and/or alternative fuels use in vehicles, especially medium-duty, heavy-duty, and fleet vehicles
- Improve transportation infrastructure to reduce congestion, improve traffic flows and promote alternative forms of travel
- Encourage and support development, testing and commercialization of alternative fuel vehicle technologies
Implementation Options
- Establish a public transit system capable of replacing automobile travel
- Develop public transit as the primary mode of travel to and from downtown and all major activity centers within the region
- Consider introduction of light rail and/or commuter rail for service into the downtown area from outlying areas
- Establish incentives for using shared or public transportation, such as limited parking for cars with expanded parking for bicycles
- Favor investment in transit infrastructure and services over investment in highway development and other facilities that accommodate the automobile
- Increase public awareness of transportation options
- Promote regional transit lines on maps and literature designed for residents, tourists and visitors
- Promote use of public transit options for high-use events, e.g., sporting events, festivals, concerts
- Offer free ride days, discounted monthly passes, discounted youth, senior and disabled passes
- Support development of alternative fuel vehicle technologies
- Provide incentives for alternative fuel research to take place in Ontario
- Facilitate siting and permitting for alternative fuel developers
- Volunteer City vehicles for alternative fuel test programs
